Implementation Guidelines for the Ballast Water Convention 2024




This guide aims to provide information and reference for the implementation of the Ballast Water Convention in the industry, and does not serve as a basis for the enforcement of the Ballast Water Convention. If there is any inconsistency with national laws and regulations, regulations of the competent authority, and other legal documents, please refer to national laws and regulations, regulations of the competent authority, and other legal documents. Specific technical requirements should refer to IMO conventions and relevant guidelines, as well as relevant ballast water guidelines issued by China Classification Society.
The guide consists of six chapters and two appendices:
1. Basic requirements of the Ballast Water Convention
This chapter contains 8 parts, including an overview, definition, scope and application of the Ballast Water Convention, ballast water management methods and emission standards, ship inspection and certification requirements, Port State Supervision (PSC) requirements, rights and obligations of all parties under the framework of the Ballast Water Convention, and IMO related documents for implementing the Ballast Water Convention.
2. Ballast water management system
This chapter consists of four parts: characteristics of ballast water treatment technology, IMO's type approval requirements for ballast water management systems (BWMS), US Coast Guard (USCG) type approval requirements for BWMS, and domestic and foreign BWMS product certification status.
3. Selection and installation of ballast water management system
This chapter includes four parts: selection of ballast water management system (BWMS), installation and commissioning of BWMS on ships, installation of BWMS on existing ships, and consideration of BWMS selection and installation on special ship types.
4. Requirements for Ballast Water Management Plan
This chapter contains three parts: the basis for writing and approving the ballast water management plan, precautions for writing and submitting the ballast water management plan, and the selection of emergency measures in the ballast water management plan.
5. Requirements for Inspection and Certification of Ship Ballast Water Management
This chapter contains three parts: the scope of application for inspection and certification, inspection types and items, and the issuance of international ballast water management certificates.
6. Requirements for Ballast Water Management in China
This chapter contains two parts: relevant departments and institutions of China's ballast water management, and China's regulations on ship ballast water and sediment management.
7. Appendix
Provide a list of IMO related documents for implementing the Ballast Water Convention and a summary of relevant BWMS product information at home and abroad.
